Re: TB 2.0.0.22 I have not used Tb since moving to Outlook but your settings look correct based on MS's Hotmail setup instructions. The one thing I would check is:
Outgoing Server TLS or SSL Secure Encrypted Connection: Yes (On or Required)
Change that to "TLS if available"
See what happens.
If you are still having problems there is the Web Mail extension for Tb that handles Hotmail, GMail to name a couple.
