Unlimited local (no cap) is a must. LD could potentially be a large block of minutes, plus low per minute charge over the block.
How many minutes per month of long distance total all trunks do you expect? I failed the mind reading class at telecom skool. what about inbound? how many call attempts per minute?

At first the outgoing LD minutes will be quite low, but it will expand as we add a couple of service areas to this location. This is a new project for this company, so there is really no data I can use for projecting usage. As I failed crystal ball reading at business school, I'm unsure what those outgoing minutes will be. Some flexibility in the plan would help here. Initially, I doubt they'll use more than 2000 outgoing LD minutes per month. Within a few months it could go to 10,000, who knows.

Inbound is not even needed as I have an unmetered inbound provider already. If the trunk supports inbound that's fine though, as it would just serve as an extra backup/failover for that purpose.

Carriers have only one product in their bag, and can only tell you what they've got. Agents have several bags, so we try to drill down to what you need.

To get you started I'll suggest trunks @ $29/month ($25 activation charge/trunk), 1 call per trunk. Unlimited local, 3,000 minutes of LD per trunk (reconciled on an account level basis). Overage at 1.9¢/minute, though it might be cheaper to just add trunks (1526 overage minutes is breakeven to add another trunk). If your system can do outgoing caller ID on a call by call basis, it can be supported only if the numbers are provided by the carrier ($1/month per number + $5 setup). Inbound is free, and port-ins are free, so let the other guy be the backup (though I don't know how to backup an inbound TN).

What are you using for IP?

Will this service support multiple "trunks" on a single SIP registration? This particular IP PBX license is quite limited to the number of ITSP and gateway registrations it will allow.

IP transport is via T1 (PBX has its own public IP), soon fiber, and a DSL backup.

The inability to use a custom outgoing caller id outside of the numbers they provide is probably a killer for this project however. This system is being set up as an after hours support system, and the company needs outgoing caller id to be based on the office the customer would normally call during the day (for recognition by customer, and so they don't call back using caller id into the after hours system during the day). I have the ability to assign outgoing caller id at the IP PBX level using SIP commands out to the ITSP. I can do it by agent, by agent group, by individual call, by dial plan, etc... and the company wants this ability.
