This will NEVER replace Flash because Ogg Vorbis and Theora have no capability for DRM and if a distributor were to write something, it's possible they'd have to re-release it under the myriad of Ogg Vorbis licenses in use, although it seems like the Ogg Vorbis folks would be unlikely to enforce it.
