Did you try to have AT&T doing intrusive testing on the circuit during the bounce, not before or after?

join:2008-09-04		 It's hard to do intrusive during times when we have businesses using it. They have done intrusive from 1am to 4am and would always come up clean...

 Any telco (including AT&T) always say "no issue" when they don't see it right in front of their eyes. Probably there was no issue seen or happened during the after-hour intrusive testing, hence they said "no issue"
