Advertising overlays are going to be a new form of advertising, immune from commercial avoidance that regular commercial breaks suffer from. Up until now, overlays have just been used to advertise other programming on the same channel, but I've recently seen overlays used for other types of advertising, even for an online search engine.

Speaking of online search engines, aren't those commercials for the new Bing.com search engine annoying or what?

Got your attention, and that's the point. If people were actually turned off by being annoyed, instead of being attracted, then advertisers wouldn't use that mechanism.
