You already tried different WIC's, but have you tried a different cable from the smartjack to your WIC's? It could be an issue between the smartjack and the WIC.

Unfortunatly I think the only way to determine if its something wrong with the smartjack is to go ahead, and have AT&T dispatch a field tech with a t-berd to test the smartjack port.

You said that they bounce up and down so are all 4 DS1's in a MLPPP circuit? In thats the case you should be able to try and schedule the testing around the time you experiance the problem.

Weather can sometimes effect things too. Remote box/repeater overheating or getting wet/humid and causing problems.
