You may be correct and neowin thought the wzor report credible enough to quote it here.

No bearing at all I would think. RTM just means that they're releasing it to manufacturing for use with systems on October 22nd, so I don't see how that has any relation to the free upgrade program, provided of course you properly qualify for that. I do remember, however, that under prior upgrade programs the license for the original purchase (in your case Vista) is voided once the upgrade is made, so you may not have a license for both Vista and 7 in the end.
