I think Level 5 claims to be able to thoroughly test bad blocks and, if they pass the tests and a series of readings and rewritings, the block can be remapped as good.
I think the general gist of the quote is that there are generally good reasons why a block has been remapped. A sector that is marginal could conceivably fail a test, then pass it next time, then fail it the time after that. There are tolerances and if a block is on the ragged edge of what is acceptable remapping it back after it passes a test is probably only a temporary solution. The chances are good that you will quickly be retesting the drive as errors crop up again.

In general if you have indications that a drive is failing it is best to replace the drive rather than trying to force its lifespan. I realize that some people write that they have used level 5 and have considerable additional trouble free use.
