Are all your phones filtered ?.

Most modems will drop the speed to try to maintain a connection of there's an issue on your lines like that (Shorts, Bad filters, missing filters,ect)

Also post in the Direct forum the staff here can take a look at your line stats and they will see what they can do to fix your problems.
