Go to Control Panel (classic view)/ network connections. Then right-click on your external connection and choose properties from the popup menu. On the General tab you will find the protocols etc enabled for the connection, one of which is QoS Packet scheduler. Just untick its box, click apply and OK and it won't be loaded next time you boot.
you may also want to disable the service Disable the service: Start->Run type "services.msc" (without the quotes) Find the QOS service, and change it to disabled.
»www.theeldergeek.com/qos_rsvp.htm quote: The following is a direct quote from Microsoft.
"There have been claims in various published technical articles and newsgroup postings that Windows XP always reserves 20 percent of the available bandwidth for QoS. These claims are incorrect. The information in the "Clarification about QoS in End Computers That Are Running Windows XP" section of this article correctly describes the behavior of Windows XP systems."
I'd suggest you read the entire Knowledge Base article Q316666 and decide for yourself whether you think this is needed.
