This is the same group that whines that the government doesn't have a cyber-security czar, then that he is too low ranking and doesn't have the ear of the President, then that he resigned after only a short period on the job.
Now you complain that DHS is actually testing a plan to put a security ring fence around some critical government agencies and you are shocked. Makes one chuckle.
