Per their web site:
"Who is TGBSI, Inc.? TGBSI provides billing services primarily for communications companies. TGBSI neither sets the rates of the service charges that appear on an end-user bill, nor provide services to the end-user.
What is TGBSIs function? TGBSIs primary function is to process billing transactions to either Local Telephone Companies or its direct billing platform. It then reconciles payments from these entities and handles any inquiries that arise as a result of the bill statements."
They sound like a factoring company (ie. a company who buys accounts receivables from the actual company for a %). |

| Sounds like you got scammed.
In addition to the contact sbrook gave you above, I would also contact the Quebec Consumers Union who may also be able to help.
The Quebec Consumers Union has some experience with Telus, Rogers and Bell playing dumb and saying they know nothing about your bills. Should be the same with videotron.
Hope you fight.
