Did you try calling RR support yet? Could be may reasons for bad speeds. Could be simple as too many users on your node. Also could be problems with modems signal. Without more info it will be way too hard to help.

@rr.com		 Yes one tech visited installed 5.5dB spliter and replaced modem the result is in front of us. The Road Runner service is provided by Time Warner Cable Brooklyn NY.
