2wire modems reboot by design when they cannot establish a proper sync with the DSLAM. Once the modem tries the sync procedure a certain amount of time, it will automatically reboot. I have observed this first hand while viewing the modem's sync/training history. This is done on purpose. It is not a bug and it done to give the best possible chance of connecting properly.
