It's 'dimmed' because it's hidden. If you're running as a computer administrator you should be able to access it just fine.

Las Vegas, NV		 I understand why it is dimmed. I am logged in as a Administrator and I can see the properties on the folder, but I cannot access the folder.

Las Vegas, NV		 I took ownership on the folder and I was able to get in.

That folder is nothing more than C:\users\myname\AppData\Local

Which you can access without any hoop-la.
