Little Questions On Cogeco

I'm currently with Bell but I'm definitely moving to another ISP so i went to see what Cogeco has to offer and found this:
* Download speed of up to 16 Mbps
* Data transfer capacity of 100 GB per month
for 65.94 per month
I want to know if they throttle BT and if they have a good service here in Montreal

Cogeco isn't available in Montreal. Your options are:
Bell (16Mbps) or DSL wholesalers (limited to 5Mbps)
Videotron (up to 30Mbps)
VDN Cable (10Mbps I think)
