If you are connecting to government computers from your home, I would hope the government is watching what you are doing while you are connected to them. Just like every time you connect to a corporate website, they (or more aptly, we) are watching what you are doing.

Legally, when ever you connect to another person or company's computer, you have agreed to them monitoring your usage because, after all, it is their property and they have the right to monitor and protect it. Once you packets hit one of my systems, I am in my rights to inspect every packet.

In the case of government systems, the government can do the same thing.

Frankly, I'm just amazed at the conspiracy nuts who are posting on this story about how this is such an evil thing or posting how the government will soon have people walking around asking for your papers. Get real people.
