Any Microsoft download requiring validation is totally useless for Win98 users since the validate procedure no longer works for Win98. I'd be unable to download it if it weren't on falconfly and maybe some other sites.

 Windows XP and Vista users can still download DirectX for legacy OS's, in case they still want to use 98 and also own the older OS and a suitable machine (or virtual machine).

I think Microsoft are offering such downloads as a perk to their "paying customers" (those who buy their newer OS's, 10 yrs ago doesn't count to them).
