I got 45 to 50 mbps download on my 30/5 when I first got it a couple years ago (but the upload always hovered around 5); it would even peak at twice that (though briefly). That lasted between 6 months and a year, but then it settled down to around 30. Paying for 30/5 and getting 30/5 is fine by me.
