For me, there is no reduced rate for jamaica anyway. So it looks like i'm good to go.

The $5 additional plan reduces the roaming rate. But there's something to be said for being able to be reached on your usual number that everyone knows. For that, the best solution is at&t international roaming. It's not cheap, but at least you can be reached.

That's what I thought. However, looking at ATT's website it doesn't seem like they give you a "discount" off the roaming rate anyway. I'll just take my chances.
