I don't really understand why you'd bother subsidizing it... they run from $250-350 CAD and generally have a much longer shelf life than a cell phone (3-5 years vs. 1-3 years for a cellphone) A decent smartphone would run you at least $400 and be obsolete in 18 month... I can see the point of a subsidy there, but do we really need one for a netbook? because you're very likely to get people to go over their limits of 5GB/month and can get a lot more money in return.
