It's not actually a 'snafu'... before the price bump they put out a company-wide communique that people paying for 25/15 would be 'provisioned' for 25/25, with similar bumps across all speed tiers. This was planned; why it was planned, I'm not exactly sure, but as a VZ employee I'm of course hoping that it was an attempt at giving customers better than they expect, which I roundly applaud.
