Part of it may be their size. That ain't as big as cablevison or TW, and they don't have the financial backing the big cablecos do. And also smaller ISPs usually have a higher price than big ones.

Exactly, here is a smaller ISP going DOCSIS 3.0. They don't have no where near the amount of funding Comcast or Time Warner have and they have to spend more for their lines unlike Comcast or TW who have the financial backing and pay next to nothing for their lines (because they own them or get it at dirt like prices). So why the delay? Why are they dragging their feet? Why do we have to pay ungodly amounts for up-to-date systems when they only have to pay a fraction of the price per subscriber to upgrade their systems?
