Verizon DSL

I have Verizon Internet which is supposed to give me 1.0 Mbps download and about 350 Kbps upload. I see this maybe 50% of the time. Often the download is in the 900's or lower--at one point only 234 Kbps. The Verizon tech (as might be expected) blamed my computer for the problem.
