If it was a previously serviceable apartment then you should be elidgible for a self install which would only cost the normal tech visit fee, which is $24.95 in my area. That basically just covers the tech coming out and making sure the cable is hooked up outside.

$24.95 was what I paid for a Tech
(2DVR, 1 SD set top, and Internet.)

They love replacing WidOpenWest Cable. Its internal wiring is perfect.

I hope mine goes well today. My wiring is good (WOW did it initially (what a pain that was)), but I've really messed around with the wiring by adding many devices, splitters and amps since it's a MoCA environment now.
