| I would not use a prepaid service for anything like this if it were even possible, and all the cellular wireless providers have bandwidth limits also.
The closest you would easily come to would be a netbook, which the ones sold by the carriers will support their cellular network, and hopefully still support wifi.
The only other thing would be a smartphone, and you could use the existing camera/mic on those.
