The closest you would easily come to would be a netbook, which the ones sold by the carriers will support their cellular network, and hopefully still support wifi.

The only other thing would be a smartphone, and you could use the existing camera/mic on those.

Would it work over MMS? Could I use this IP camera with a Tracfone? Or do I need a special cell phone that has internet access?

If the IP camera I suggested wouldn't work, can anyone recommend a IP camera that would deliver picture and audio to a Tracfone or other inexpensive prepaid phone?
