Persistent slow speeds in NorCal

I've been having an issue with slow speed for a few weeks, but it is crazy slow right now. Had a ticket open last month; test showed network congestion. Tech suggested that somebody was hijacking my wireless signal. I was (and am) dubious about that as I have secured the router.

Tonight I got the following result:

System too slow to run a regular speed test. Yes, I have power-cycled my modem and browser.

you're not in my area (morgan hill), but I've notice that my upload has been cut in more than half (syncing to about 320 upstream) --- which hurts, alot !
