What brands are good and relatively affordable? I need a really small one, is the lowest seat hight 28 inches? Thanks. |

| Those very small ones are pretty hazardous to your health. If you hit a pothole with one that has pretty small diameter wheels, you are in trouble. Get one with the biggest wheels you can, it will handle better and be safer.

Definatelly don't get one of those cheap ones from autozone or the like.
You'll find yourself stuck with no spare parts or mechanics that want to touch them. Sometimes they are a one season item only.
Surf craigslist and pickup a honda or so.
Under 50cc in Illinois you only require regular DL.
You still need plate, city sticker (if your city requires), and insurance.
