youve heard them speak .. so your final submissions should give you a sense on how they answer and word their paragraphs on the different sections.

I think many of the presentations last week made it abundantly clear that application-specific throttling would threaten to ruin new innovative applications and content distribution strategies before the affected parties could get an ex-post resolution. As such, I believe carriers have pretty much lost all chances of completely escaping regulation.
If someone could drive home the point that most broadband subscribers are members of a captive audience rather than a competitive market place, it will make the need for unmolested carrier network access for TPIA/GAS even more obvious. |

So there is a point where limiting upstream bandwidth will limit downstream bandwidth. |

I think the CRTC is giving due consideration to ZIP.ca's presentation from last week about "Innovation Without Permission" and how P2P throttling is negatively impacting his plans for BitTorrent-powered content distribution. same with the independent film producers' association.
The CRTC has a mandate to promote Canadian content, the CRTC cannot ignore the pleas of the independent film producers on the basis that telcos/cablecos do not like P2P and subscribers contributing bandwidth to P2P file distribution. |
