Then again, maybe it is well deserved.
Didn't Rogers more or less start this messing with OUR data thing, and Bell is sort of a 'Rogers Wannabe' after the fact ?
Another reason for the tough questions could be to scare Bell into possibly back-peddling on their current DPI/Throttling model and who knows - mayhaps Bell themselves might propose a compromise position in order to defuse the controversy without the CRTC having to demand it.
And Bell now has a night to sleep on it.
Or am I being too optimistic ? |

CRTC may also allow application dependent throttling but this will be left for each ISP to decide. In a way they have to do this because of the other types of internets such as satellite, 3G, cable. Remember this meeting is not just for DSL, it is for all ISPs. Very accurate prediction I think...$10 anyone? |

They say that if they unthottle that the users simply absorb the rest of the pipe.
If this is the case... which is possible...
This would simply be a case of outrageous underdeveloped or oversold networks. Which if I was the CRTC... I'd lay the smack down. Force them to simply set down the possible syncs to be more reasonable.
If you use the airlines example again.
100 seats on a plane. Sell 110 seats because 10 are certain not to show up. In the case when more then 100 show up. They get bumped off the plane. However if they airline were to sell 130 seats... where 20 people are certain to be showing up and getting bumped off...
Throttling would be a way of discriminating who can get on the plane. So they can still sell 130 seats.
It's all a money grab frankly. |

1 edit | reply to milnoc I was at the hearing today and grabbed a copy of Bell's opening remarks, which I have scanned. The last 2 pages are the diagrams that were referenced in the presentation. Particularly questionable is the last diagram that suggests a P2P user will use more than "his share" of the network than the non-P2P user during times of congestion, on the basis of the number of TCP sessions.

CRTC guy sure doesnt get what comcast in the USA did... not to mention the FCC wasnt the one who ordered them to change.
Comcast's exec ON TV admitted to what their legal team was trying to argue in court they werent doing...
WHEN THEY WERE DOING IT.
Class action lawsuits started. FCC was on the horizon.
Comcast said FFFFFFFFFFFFFFFFFFFFFFFF lets go neutral. |
