Re: CRTC Hearing - Day 6 - (Not Quite) The Last Day

I'm listening to day 6... july 13 still.

CRTC guy sure doesnt get what comcast in the USA did... not to mention the FCC wasnt the one who ordered them to change.

Comcast's exec ON TV admitted to what their legal team was trying to argue in court they werent doing...

WHEN THEY WERE DOING IT.

Class action lawsuits started. FCC was on the horizon.

Comcast said FFFFFFFFFFFFFFFFFFFFFFFF lets go neutral.

I was at the hearing today and grabbed a copy of Bell's opening remarks, which I have scanned. The last 2 pages are the diagrams that were referenced in the presentation. Particularly questionable is the last diagram that suggests a P2P user will use more than "his share" of the network than the non-P2P user during times of congestion, on the basis of the number of TCP sessions.

Sorry for the huge filesize!

Edit - oops, posted in the wrong thread. This should be posted in the Day 7 thread. Feel free to delete.

Wow does rogers ever lie when they say they need to throttle 24/7

They say that if they unthottle that the users simply absorb the rest of the pipe.

If this is the case... which is possible...

This would simply be a case of outrageous underdeveloped or oversold networks. Which if I was the CRTC... I'd lay the smack down. Force them to simply set down the possible syncs to be more reasonable.

If you use the airlines example again.

100 seats on a plane. Sell 110 seats because 10 are certain not to show up. In the case when more then 100 show up. They get bumped off the plane. However if they airline were to sell 130 seats... where 20 people are certain to be showing up and getting bumped off...

Throttling would be a way of discriminating who can get on the plane. So they can still sell 130 seats.

It's all a money grab frankly.

As a Canadian, regulatory nerd, TSI (inetrnet) enthusiast, and guy who's followed these issues for a while:
today was very exciting.

The CRTC seemed intelligent, curious and challenging!

I almost can't believe it.
What a SHOW!!

From an unbiased point of view (with a flavoring bias towards telcos) the CRTC will allow application independent throttling on all the lines as Bell sees fit, as long as the throttle is localized and done only at peak times.
CRTC may also allow application dependent throttling but this will be left for each ISP to decide.

In a way they have to do this because of the other types of internets such as satellite, 3G, cable. Remember this meeting is not just for DSL, it is for all ISPs.

Very accurate prediction I think...$10 anyone?

I'm starting to think that JF might have been right about the CRTC's earlier questions.

They seem to be hitting Rogers pretty hard...
.
Good to hear !

Then again, maybe it is well deserved.

Didn't Rogers more or less start this messing with OUR data thing, and Bell is sort of a 'Rogers Wannabe' after the fact ?

Another reason for the tough questions could be to scare Bell into possibly back-peddling on their current DPI/Throttling model and who knows - mayhaps Bell themselves might propose a compromise position in order to defuse the controversy without the CRTC having to demand it.

And Bell now has a night to sleep on it.

Or am I being too optimistic ?

In postponing Bell until tomorrow, the CRTC, in addition to demonstrating Hofstadter's Law (from the same ethnic background as the Chairman, BTW), has potentially opened up a WHOLE DAY all the better to grill Bell, and a whole evening to better prepare just HOW, based on reviewing everything they heard today.

Any copies online? Montreal (and Toronto, Ottawa, and Chatham) are none of those four places

Can't wait to see how hard they (CRTC) will hit Bell now, they (Bell) must be really nervous right now... Can someone in the room see them ?

In other words, by Throttling the speed of this Hearing, the CRTC might well have introduced the best delay we could possibly wish for.

Hey, the CRTC knows more about Throttling than we gave them credit for !

They were from a bunch of different areas on this one.....

CAPE BRETON (Sydney)
CALGARY
REGINA
VANCOUVER

Figured I'd take the interviews as this definitely needs to be a national issue.

Should we worry?
Sorry gang,

Just got back from supper and a bunch of calls.... CBC had asked for a few interviews so I had to pick a time today to do them... Based on where things were at I figured I'd be pretty safe to do them while Shaw was speaking, so I did 4 of them between 3PM and 4PM (had to be between 3PM and 5PM)...

Shitty that I should come back to find out Bell had been rescheduled to tomorrow.

Was supposed to hook up with the family for the rest of the week, but I guess it will wait another day! :/

In either case, there's no way I'm missing tomorrow!

Rocky
Do you have the air times so i can catch your appearances?
