My guess would be that Telia / Savvis peering is becoming saturated, and unfortunately these types of issues can take days / weeks to sort out while the carriers bicker back and forth about who will pay for what. Not a lot anyone else can do but route around the congestion, if any alternate routes should happen to exist.
Interesting... Since these tests are used by many and the perception issues around them could be great (generating expensive customer support calls), who owns the tools and should they be shut down due to validity until this is addressed? At least, put up disclaimers saying the data is likely to be invalid.
Good tools over a cheap/crappy ISP connectivity are a problem.
