Changed to new DSL account, now regular disconnects

I wanted to dump my landline for a VOIP provider (Ooma) and in order to port my telephone number I needed to first establish a separate DSL account (dry loop). After doing this I started getting regular disconnects.

The disconnect last only 6 seconds. The problem is that I get a new IP address each time. Anything that I am doing that requires a synchronous connection gets dropped. Such as making a VOIP call or when working from home using an RDP session to connect to our work environment (this is the real problem).

I have always used the ActionTec M1000 in a fully bridged mode and using a Linksys WRT54GL running Tomato with PPPoE configured in Tomato. When I revert back to using the M1000 as my router performance is not as good, and features are limited (no NAT Loopback, confusing QoS) so I prefer to stick with Tomato. Soo... Tomato provides some good error information in the logs and the M1000 provides no error information at all. My Tomato logs show that each time this disconnect happens there is an LCP disconnection. This is part of the AAL link control if I understand correctly.

The problem is when I call QWest Tech Support the first thing they say is it's my Linksys router causing it and they tell me to go back to using the M1000 as my router. So I do that but without the logs, I cannot tell them anything other than I am getting a new IP address. When I tell them that they say "We'll send a tech out to check your lines". I know it isn't my lines. I have run with the same physical configuration for years and this problem started the day after I switched to a new DSL account.

I know this is a very long post and I apologize for that. Does anyone have any clue what causes LCP disconnects and any thoughts what a solution might be?
