Could mean that she stole the info of 2100 people (victims of having their info stolen) but only used 5 of them for the loans (hence the 5 counts of each charge) or only applied for 5 loans (doubt she used multiple names for a single loan).

If they were to charge her with 2100 counts, the defense could make difficult/expensive to prove all 2100 counts individually. And even if she were to be convicted of 2100 counts, if the sentences were to be served concurrently then she would still be out in the same amount of time. Instead, the prosecution probably chose 5 of the most obvious or egregious cases and ran with those.
