I'm thinking you should get a free IPKall number. From what you mentioned above, you don't have an SIP/ATA (telephone adapter). I think it would be possible then to use a free softphone (XTen Lite), to accept an inward call from IPKall without it being registered with a service. I've done that with an ATA, but not with a softphone. I'll leave it to others to try and explain. It involves using your internet IP, port forwarding on your router, and then in IPKALL's interface, enter a domain in the format: 172.999.1.2:5061 (your internet IP and port used in XTEN).

It may just be easier if you have someone you trust in the U.S. login to your Google account and register it for you using a number they have no plans on utilizing with the service. Once you do that, you can uncheck that number in Google Voice but just leave it there (don't delete it) if they require at least one. With Google Voice pointing to no numbers, all your calls will go to GV voicemail.
