Never used sip borker but you might be able to work with this in dial plan.
<** :>1[2-9]xx[2-9]xxxxxxS0 <:@richmond-1a.vtnoc.net>
This was an old backup I used to have in my dialplan. If the main server was down I would dial **1nnnxxxyyyy and it would used the richmond server instead.
