The only way to change things...

The only way things will change is through legislation (yeah, unlikely) or by people getting together and forcing these operators to change. It's very simple, if a large percentage of the customer base canceled their service at the same time and made their reason for doing so clear, the operator would be a little more likely to work for the consumer.

At one point in time, competition was the main tool for preventing companies from taking advantage (well they still did, just a little less maybe) of the consumer... These days, operators are just enacting the same absurd practices at the same time so consumers are left without much option.

I guess another alternative would be if enough consumers got together and push for some sort of anti-trust case, but still the key idea is consumers working together.

I digress... I canceled my Road Runner (TWC) service when the decided they were going to start pushing CAPs, solely based on principal. The irony is that I switched to AT&T who is also investigating caps. They aren't pushing them that hard right now and I get 18/2 (more like 16/1.5) so I found some justification... .

the problem here is the duopoly is the coverage regions. you cancel cogeco you have no other cable solution. so you go to DSL if you want anything faster than 5Mbit you have to go with bell who just announced even worse caps. if you can live with 5Mbit you can go with a wholesaler but then they are fighting bell right now on a number of fronts such as throttling, and capping speed.

right now Canadian isps have most Canadians over the coals and its not going to let up any time soon.

Yeah... it's a little ridiculous...

I was in Toronto for a business trip and had to deal with Rogers support... They seem to be pretty terrible all the way around.
