Could you use sip brokers servers?
I was able to complete test call with Requires # at end of number
<** :>*xxxx. <:@sipbroker.com>
Down side is you have to have 3 *
ie ***011 1 88888 #
Full 11 digit might be
<** :>*xxx1[2-9]xx[2-9]xxxxxxS0 <:@sipbroker.com>
Or am I just not getting what you are trying to do.
Just realized you are using an ip phone so this might not work for you.
