12% does sound like an extremely high number.
The only way I could see that number happening is if the results were from a poll that was mass mailed & had a subject heading of
"A Free Gift Just for YOU!! Act Now!!

No wonder spam is so bad.
The actual percentage of people (internet users) across the globe buying products from spam is less then one percent of all junk email being sent.

I doubt that twelve percent of internet users have responded due to language barriers, spam filters, blacklisting, and other measures that prevent their crap from getting through.

What will it take to get people to mistrust everything that comes into their inbox?

I don't even trust the apparently legitimate emails coming to me about my bank becoming other-bank, even if the link does look legit (and no html tom-foolery is going on, checked via the raw view and the fact that Pegasus's HTML renderer simply isn't very capable anyway ) I'm not gonna click it. I'll open a browser, hit my bookmark and find out!

HTML and clickable links should be banished from email IMO. While we're at it, eliminate attachments. Email was never intended for file transfer.

I agree with the above comments , and I would include all email should be sent using S.S.L. encryption with D.N.S. authentication on the S.M.T.P. server.

Internet users need to better educated on the risks of using email before they even use it. A sort of "sending and receiving email 101" class.
