I think depending on what the define as a cluster will determine how much this will cost.
This cluster plan sounds very much like AT&T's U-Verse system. Or in other words, fiber to the node(FTTN). Run fiber to a neighborhood and then use existing copper to all the individual residences. -- My BLOG .. .. Internet News .. .. My Web Page
