Reboot the computer afterwards.
Worked perfectly, thank you. Now that I am able to download/install Windows updates, I'm going to do it one-by-one and figure out which one killed WU previously.

Have you rebooted? Sometimes the advice suggested in the popup is actually helpful.
Yes I've rebooted. No it didn't help.
There is no system restore as the system never made a restore point. I might have to repair/reinstall the OS on this partition, no big deal.

I'll keep playing with it and see if I can find a solution first.

I was having a problem with Windows Update not running (and the service WAS there) but after running MGADiag (recommended by Microsoft) the Windows Update service is gone.
