You probably have the 5100b from AT&T. You probably have the 5100b configured to share the public IP address with the computer (that's the default setting). You computer is such that when you turn it off, it does not turn completely off. In particular, power is still supplied to the ethernet card.
What has probably happened, is that the IP address has changed while the computer is off. And since the computer is off, it did not make a new DHCP request to update its IP. The modem is no longer honoring the old gateway IP address. When you unplug the cable, the operating system recognized a disconnection, then when you reconnect it recognizes that it could be on a different network and does the whole DHCP thing from the start, refreshing your connection.
You can try setting the modem to "Always attempt to connect". That way, it might retain the old IP. You can set it to assign a private IP to the computer.
