I think this was a "fair" gesture of protest. The protester basically was stating in an obvious way:
"this is what happens when you don't guard personal information"
I'm completely neutral to Verizon as a company because I can't purchase their services in Canada, but I think these types of gestures will become more common as government keeps letting corporations get away with more.
