Sprint/Verizon depends on a new chipset and programming for CDMA/EVDO (and possibly LTE). It would require effort in part by Apple. For T-Mobile, an updated chip revision would be able to make use of AWS. The biggest effort needed is by Apple.

Apple's needs to make the leap in getting off of a single build (physically).

Not only that, but many t-mo customers are content with iPhone and 2.5G... w/ a little effort, many are using Edge w/ discontinued t-zones, meaning iPhone data for $5-6 a month... a far cry from $30 plus T-Mo services are cheaper in general.
