Maintenance

I don't see a single comment about any of your trouble call technicians calling this issue to a maintenance crew. The "blocks" on your TV is microblocking and can be caused by anything from dirt touching the copper in a connector to a bad TV or a bad ground several houses down the street causing extra signal to ingress into your lines.

The most popular ones are VCR or DVD/VCR combos with those cheap RF jumpers in the back that people connect to record TV off of their digital boxes.

Back to 'the slowest link 10 MB Ethernet link' Which probably explains the deterioration (random Pixelation) in on Cable video last night. I am quite sure the tin man underwater sound will be prevalent again too.
That does not mean the 10MB link resides on Comcast's network, it just means that somewhere between you and that speedtest is a 10MB link. Try posting a traceroute to that server. I doubt the 10MB link is actually on Comcast's network and is not related to your audio issue on the digital cable.

I am sure its' a comcast thing..I get the same report from

TCP/Web100 Network Diagnostic Tool v5.5.4b
click START to begin

** Starting test 1 of 1 **
Connected to: ndt.iupui.ord01.measurement-lab.org -- Using IPv4 address
Checking for Middleboxes . . . . . . . . . . . . . . . . . . Done
checking for firewalls . . . . . . . . . . . . . . . . . . . Done
running 10s outbound test (client-to-server [C2S]) . . . . . 2.32Mb/s
running 10s inbound test (server-to-client [S2C]) . . . . . . 4.71Mb/s
The slowest link in the end-to-end path is a 10 Mbps Ethernet subnet
Information: Other network traffic is congesting the link
[S2C]: Packet queuing detected

And yes it does affect video/audio quality. About 2-3 months ago Comcast replaced a 'Head' term used by a tech friend. After that replacement, These tests were stating, 'The slowest link in the end-to-end path is a 45 Mbps T3/DS3 subnet' See also 7/24/2009 entry

My uploads speeds appeared to have doubled at that time....same crappy downloads though and incidentally after that replacement, no more Tin man underwater sound from HD channels

So I venture to say Yes it IS on Comcast Network and a Comcast thing.

The main audio issue was fixed when they replaced a head a couple months back...I admit, I assumed (bad me to assume) it would be back based on immediate past observation. Haven't been on tv much and the little time I was, I hadn't noticed sound distortion. I had noticed occasional pixelation/freezes on occasion. I have another Idea when I get the time & co-operation from a friend to do it to located that bugger.

Yep, I mentioned it on my 7/30/2009 notation. I even paid a personal vist to the local tech supervisor Mat Belt and the district manager Joe Browning. It is definitely a corporate/engineering policy of pure determined degradation of services for lack of true competition in the immediate area. I am trying to get some other folks involved in complaining to the right sources also. However many don't want to deal with the typical protocol of a truck roll for documentation and the BS scripted csr crap that generally wastes about an hour per phone call.
