I'll tell you how verizon is going to get all of their customers off of the copper in fios covered areas. Verizon is not spending a dime on the copper plant, chosing to let it rot in place. Then when it gets so bad no service ( hsi, dsl, pots ) will run on it, Verizon will go to the fcc and tell them it will cost billions to repair or replace and the fcc will give the ok to move everyone to fios.
