I work in telecom. It is standard practice for CLEC's to Opt-in to existing Interconnection Agreements. YMAX did the same, So did many other Telephone companies. It is faster opting into an existing negotiated agreement between the Local Exchange then having to start from scratch. MY 2 cents!
