It's a non-compete clause.

My two cents: Apple contract with AT&T has a non-compete clause. Google Voice competes with AT&T's products/service on the iPhone, so Apple is contractually not allowed to approve it.

Good point -- or it could be that Apple gets a % of the whole pie (voice, data and text) and Apple doesn't want to cannibalize the revenue from its revenue sharing agreements.
