If Apple is so concerned they should lobby to outlaw software radios.

Here is a proven-working software implementation of the GSM stack that runs on a software-defined radio: »openbts.sourceforge.net/

I am sure it would be trivial to modify that to act as a GSM subscriber module and totally crash the base stations.
